I remember in the past using the host file to copy and paste a bunch of Facebook addresses.
Is that still the best way?

if they have a smart phone with a data plan, take that as well during homework time.
also, facebook is falling out of favor with teens. instagram and twitter are the new(er) distractions.

If they aren't going online for the homework - just shut off the network or put a password on it.

you also have to make sure they don't have admin privileges in the computer or they can simply change the DNS server in network settings.

I use ContentBarrier and have been very happy with it. I can have different rules for each account and I can keep logs of activity. I bought the family pack and installed it on all the computers in our house. This doesn't prevent access via ios devices though. http://www.intego.com/contentbarrier
I started with, and still use, opendns but even the paid version only allows you to block up to 20 domain names and that isn't enough. Unfortunately they say they aren't going to change that policy.

Do you have a router? Then use the filtering system on there. Most of them have a block list for sites that you can specify. Some even allow you to customize the hours of the day the sites can be active/accessed.
