I'd guess the ordinary citizen is unaware the Feds have 'fees' hidden in the price of all fishing, hunting, & sports shooting goods. Akin to the Federal telephone tax that was imposed to help pay for Don't get me started on 'commercial watermen' and what they did to the Chesapeake Bay.
