Why you can fish any fish you want, except trout, where you need to pay more? why is trout special?

Trout Stamp
No person age 16 or older (see Exceptions below) may take, attempt to take (i.e. fish for), or kill trout without a valid fishing license with a trout stamp attached.
Resident Trout Stamp $10.50

Perhaps trout are, if not endangered, suffering dwindling numbers due to overfishing? I seem to remember reading that somewhere in a larger article, but I can't remember where the trout shortage was.

Oregon license info
Salmon and Steelhead are extra + extras for this and that
And only 2 trout a day from most streams . 5 from lakes and reservoirs .

I’ve had fishing licenses in New Hampshire, Wyoming, Idaho, Alaska, and Oregon, and have never needed a trout stamp.

Washington is pretty similar. Don't forget to add crab and other shellfish.
But, its the hunters and fishers who end up paying the lion's share of most states' wildlife conservation budget through these licensing fees.

User fees for the services government ought to provide are a problem in themselves.

I'd guess the ordinary citizen is unaware the Feds have 'fees' hidden in
the price of all fishing, hunting, & sports shooting goods.
Akin to the Federal telephone tax that was imposed to help pay for
Don't get me started on 'commercial watermen' and what they did to the
Chesapeake Bay. My great-great-great grandchildren will be paying for that!
