From what I see around here, the requirement for driving, and to some extent riding (front seat vs back seat) has to do with weight. It would seem that you cannot have a Harley unless you tilt in at 200 pounds or more. Knock-off cruisers are the worst; Harleys a close second. Or the other way around.
