What is says is that permissions on that file are different from the state that they were set to when the file was originally installed.

The change was almost certainly made during an OS update and is perfectly benign.

I usually do it before and after an install or update. Just something I've been doing for years.

I don't think I've done anything with permissions since 10.2 or so, either.
