My family uses that expression. Someone I worked with who went to Carnegie Mellon said it was used there all the time. It gets a lot of hits on Google. So it appears to be a colloquialism but not limited to any one particular region. There seem to be variations of it as well. I guess you can tell it indicates a very cheap payment.
