Therefore, in short hand, we say Trump will effectively be the one to do the kicking. Actually, as the executive, his administration will be literally implementing the figurative kicking after he signs the legislation. But you knew that. With most people on the exchange plans receiving massive subsidies, the system doesn't bring in enough money to cover expenses, so private insurers are dropping out. Those insurers who don't drop out are imposing 20%+ premium increases each year, rapidly making coverage unaffordable for those paying unsubsidized premiums.
