Probably inert, but "probably" isn't the definition you want when it involves high explosives. Call in professionals.

iirc, When they cleared out Ft. Holabird (Baltimore) in the early 70's, the Army discovered
a long forgotten bunker loaded with WWII & earlier ordinance including a load of M! rounds.
Reportedly took almost two weeks for an EOD detail from APG to clear it.
Took steel-nads to be a 55D
