He's both very centrist and very popular in the state. I think that if anyone were to follow a customary precedent, it would be Scott. Part of being a governor in today's America, I'm afraid. I hope that he cares more about the people who elected him than he does about Republican national figures. He won reelection last November by a 41% margin over his Lt. Governor. The "GOP base" is a different animal there, and Phil Scott has not risen to prominence by catering to the former president's base. If the republican party splinters and does not get behind the nominee, and the democrats run someone that is more appealing to a broad base, and get out the vote, it might, just might be possible.
