In CA, or most of it, the police would respond and start an investigation.
At some point it would be handed over to the NTSB on their arrival.
The local police would keep a report documenting that, and both parties would have a report number For their respective insurance companies.
I'd like to know a lot more detail about the crash, though.
I'm not concerned about fault, it just looked to me like the car driver made no attempt to stop.
If not, why not.
He might have been braking since before entering the frame, sure, it just didn't look like it from what I saw.
