he followed up the cabinet meeting with some comments later that the firings would be up to the secretaries, unless they didn't do it, then it would be back to Musk.
Don't see how this is a real change.
Musk "suggests" changes to a department, the secretary can implement those changes, or if they don't, Musk will.

I think part of this is just performative art for a future Supreme Court case challenging Musk’s firings.
