Yes. That is correct.

The judges would also have accepted a reference to Acorn, a "hobo" voting, or the margin of error.

I don't know why the article said there were "about 20 registered voters" when it could just have easily have said "21 registered voters". One of the mysteries of the interweb, I guess.
