Isn't there a code violation in there somewhere?

billb put it out well - if this pool is being used, blame some other source of standing water for the mosquito problem. If the pool is not being used and really is the breeding ground for the mosquitoes, then you also need to contact the health department for your area.

First, I don't like breaded fish, let alone breaded mosquitoes.

Second, it seems an assumption has been made that the new pool is the cause. It may well be, but the first thing to find out is where *are* they coming from.

It may well be the result of the pool. If it's uncovered you should be able to see some activity on the surface. A pair of binocs might help, just make sure no one is sunbathing.

A standing puddle somewhere, as mentioned, might also be the source, possibly fed by a leak in the pool.

Third, go talk to the neighbor before calling the Federales. It's the decent, neighborly thing to do. Unless they're Satanists, gang members, ninjas, whatever.

So the mosquitos are multipying because the neighbor just set up a large pool and leaves it uncovered - right next to our fence. The kids are getting eaten up alive and West Nile is popping up here again.

Any ideas on what I can use on our side of the fence to either catch them or keep them away?

Sounds like someone doesn't like that the neighbor put in a pool. A just put up uncovered pool is most likely not your problem. I have had a pool for 9 years and it does not produce mosquitos.

Look for standing water other than the pool. Mud puddles, old tires, tarped items. Remember it is summer, depending on the weather the mosquito population surges at different times.

If you are really concerned fog them keep the kids inside and fog the yard in the evening, maybe do the neighbors to they are bad there too right.

That sounds like a bit of a leap.
