I think if the head of a federal agency has that discretion then I don't see a reason to get hung-up on a technical formalism that doesn't happen to also include state governors.

It seems to me that the people who respected, revered and loved Whitney Houston
decided how the celebration of her life would go down.
Perhaps the judgement, criticisms and arguments about the rules are moot.
In my humble opinion the argument for not using the flag is somewhat
childish and demonstrates a good measure of rigidity. Mentioned politely

Rudie I'm sorry that you don't understand the American custom of flying the flag at half-staff. If you find the tradition childish, and using this custom for a person like Whitney Houston is completely outside that tradition, you most definitely do not understand the custom. So perhaps refraining from comment, when you lack perspective, is the better course?

On the other hand, it would be kind of comforting in a way to see government officials in important positions making some effort to understand and follow the laws that bind them.
