I think the judge knows that Trump doesn't intend to testify. He (the judge) is reacting to Trump's saying he is coming back to New York City because of how biased the judge has been. The judge is calling his bluff by basically saying, "You think I'm biased? Then here's your chance to come in and testify under oath to 'set the record straight'." Kinda symbolically thumbing his nose at Trump.
