I've seen sections of roadway here, where local companies donate employee time or donate to local sherriff dept. chain gangs. Companies can give up on the donations and the sherriff's dept. often run out of funds . They certainly don't run out of labor. :-) (The sherriff's dept. run the County jails ) Edit: also Federal Funds are supposedly down from loss of gas tax revenues, so if the highway you travel is maintained with federal funds rather than state funds, cleanup may be non-existant if the budget is empty.
