My browser's "find" feature is not working. When I search the debate text it doesn't find "moratorium," "foreclosure" or "90 day" at all, and the only references to "freeze" are in regard to global government spending. Right from the horse's mouth at change.gov. Use "find" to dig up "foreclosure". It was the second result down for me.
