Apparently one of the observers offered the little girl milk, because she didn't have any. The kid's mother was concerned about being charged for food that she didn't supply. It's all bogus, the mom is not going to get charged for a carton of milk or a school meal. But it does play into a right wing paranoid meme. If nothing else, it shows what a lousy journalist Rush is, considering that this story never passed the sniff test even from the very beginning, but he served it up with carrots and gravy to his bitter listeners.
