My own thought process' run like this:

There are population segments that have always gone without representation. States, towns and cities have kept the status quo by simply sticking to at-large election criteria. (an example might be a city with an emergent non-white populace) By electing councilpersons or reps city wide they effectively kept the (call them Kurds) or whomever from having an elected voice in local affairs despite their presence in the ward/city/state or country where they lived.

On a micro scale it might mean that a group of (let's call it) Cambodian citizens with similar interests would no longer be ignored and as citizens their legitimate grievances, if not resolved, at least be addressed.

Allowing them access through RCV may be a way to gives them a voice they may not otherwise have ever had.
