He wasn't waiting for you. Did you read about the foreign processing centers to give people a chance to make their case for immigration or asylum without having to walk to the actual border?

We have a process, a legal means to enter the USA. Sadly a majority of immigrants don't follow that process

The study found that undocumented immigrants had substantially lower crime rates than native-born citizens and legal immigrants across a range of felony offenses. Relative to undocumented immigrants, U.S.-born citizens are over 2 times more likely to be arrested for violent crimes, 2.5 times more likely to be arrested for drug crimes, and over 4 times more likely to be arrested for property crimes.

Getting mixed up in crime or drugs, or even a routine traffic stop, means they'll be "noticed" and kicked out.
