No, on the Prius, the internal combustion engine is the primary propulsion source on the highway but not the sole source. The electric motors also provide power when the computer deems it is more efficient to do so.
In addition to the ICE being the primary power source at higher speeds, it is always rotating when the car is above 41MPH--although it doesn't always burn gas. At lower speeds, the ICE can be and often is completely shut down and the car propelled solely by the electric motors until either the battery is drained or a burst of power is needed for acceleration.
