One might wonder how it could even be established that a U.S. citizen in Yemen or Sudan has been killed by the U.S. government for "terrorist activities" or for "piracy" without there first being a public trial establishing guilt. I suppose that since no person shall be held to answer for a capital or infamous crime without first being indicted by a grand jury and that person would always be entitled to a speedy and public trial by an impartial jury with counsel, we may safely assume that no person has ever been killed in that manner.
