It's a promo. You can read them online or get a reader app for your Mac, iPad etc. The Mac app, at least, is the same as the web version—Adobe AIR/Flash, questionable UI and all. But it works.
Got the link by taking a survey but as you can see the link is for anyone.

The link didn't work for me either, re-directed to the main web site. I imagine you have to complete the survey, which sets a cookie in your browser, for the link to work.
