You get that occasionally when you try to do something without proper rights, but since it comes up using the default URL for saclibrary.org, my guess is the computer running IIS (the webserver) got hosed.

I wonder if it could be a similar problem to what decay has.

my library seems to run a homebrew site that they developed in cooperation with the people at CERN. Using Mosaic.

But hey, it works.
