I try not to ever do this, it's bad for relationships.
I'm the mom of two teen boys and believe it or not they don't always follow my advice.
The natural consequences will speak for themselves, those are the times when holding your tongue is wiser than speaking.

Almost never. The only exceptions I can think of involve a*holes at work, which is a (thankfully) very rare event.

It depends entirely upon the situation.
Sometimes I bite the tip of my tongue until asked, "What are you doing?" To which I reply, "Biting my tongue to keep from saying 'I told you so'."

The mere threat, applied surgically and selectively, when maximum psychological devastation is most likely to be extracted by its use, is sufficient deterrent from ever having to actually deploy the phrase in any audible fashion.
