The impetus couldn't possibly be the DOT's inclusion of embedding and masking of all 16 Federal taxes into the price of the ticket.
If we're going to have transparent, let's have transparent.

There's nothing in the proposed reg's to stop the airlines from publishing the full price of a ticket and then displaying a breakdown of taxes and fees beneath the price.
(In fact, that would be very useful and I'd appreciate the info.)

Required labels at the pumps in some states, not in others. Not required in my home state, but I do notice them when on the road outside the state's borders.

Why the dishonesty and deception ?
Why shouldn't the consumer be reminded every day with every purchase what their tax burden is ?
Does this info hurt anyone in particular at the polls and voting booths ?

This has nothing to do with dishonesty and deception. If anything, this takes dishonesty and deception out of the picture. Now airlines have to quote the real price of a flight. Instead of advertising $39 to Orlando!, for example, they have to include the baggage fees, taxes and other fees in the quoted price, so now the ad would have to say $99 to Orlando
As the linked article above mentioned, passengers have been even caught off guard as they were checking in to board a flight because of fees that they were not aware of. This is what the consumer protection law covers.

I don't want to know the price. I want to be beaten over the head with a politically-motivated message about taxes that are actually closely tied to a service related to the product I'm buying.
