Now they are seeing texting can spill over to pilots. When will people wake up? When will texting be unlawful while operating a machine of some kind?

No laws are necessary.. the NTSB is already acting after the official accident report. The 'sterile cockpit' rule is being enhanced to include checklist activities.
Laws and agencies already exist for this. They're doing their jobs.
