Is it just a map where you add the spots you like then make it public?

If you have a Google account and you're signed in, there is a "My Places" button at the top of the sidebar.
At the top of the next sidebar is a button that says "Create Map."
Edit: And, yes. It's just a map where you add anything you want and then share or not.
