So I was looking to see how much Photoshop would cost me and now I see they have these monthly plans - the most basic being $9.99/mo. When did they start doing this? I thought Photoshop would cost me $300?

It will over 30 months.
The monthly plans are great for casual workers or contract designers. Don't pay when you aren't using it. Cheaper initial outlay at the start of a project.

The subscription is a wonderful deal although resale of the application is not possible.

You couldn't resell the software before either. At least not legally, unless you were a business entity transferring assets as part of a sale.

I got PS6, there is no way I am going to pay monthly, for my stuff I may not be able to access tomorrow....

Yes, you can resell and transfer the license. Additionally, Photoshop (and the entire Creative Suite) hasn't really changed much after about CS3; there are few essential newly upgraded features, since that time, and I can't think of even one version-specific feature that I bothered to use past CS4. People seem to be upgrading for no other reason than to have the latest version. You may be better off buying an older version on eBay than contributing to Adobe's software rental scheme.

I use the latest (Creative Cloud) version of PhotoShop on an iMac at home, while the Dell laptop my company provides has the Windows CS6 version. So far, I've encountered no problems moving and opening files from one to the other, either direction. Indy and Illy are fussier, requiring CC files to be saved down to a previous version in order to be opened in CS6, but PhotoShop is more forgiving.
