First of all, we don't know where it fell in that price bracket.
The Clintons are rich. If parents can buy a kid a car, surely a kid can buy a parent a spectacular keepsake.

Chelsea is married to an investment banker, and has income coming in from her own activities. She is quite well of on her own, and this present while expensive is not that extravagant given the income group she is in.

Indeed. Chelsea is an adult, not a little kid. Although expensive, this gift is full of meaning, and not just empty expensive glitz.
