“I, I had expected this for the last, honestly to tell you the truth, I thought it was going to be about three or four weeks ago, because back, way back in July this started, they kept getting stymied looking for subpoenas, looking for records,” Giuliani said.
“Did I hear about it? You’re darn right I heard about it, and I can’t even repeat the language that I heard from the former FBI agents.”
Is there anyone who still believes that our FBI (or elements inside the FBI) are remaining neutral in this election?
This is what needs investigation, and big-time housecleaning.

It's pretty clear that the divide that divides us normal people also divides FBI personnel. There are Trump wackos within the FBI just like everywhere else and they think there is a moral imperative to keep Clinton from office so they have dropped leaks and (likely imo) have fed the Trump campaign directly. So Frankly, I believe the headline - or I believe that THEY believe that they have a smoking gun.
Housecleaning is certainly in order

Given the culture of the FBI, there are doubtless many more agents on the Trump side of that divide.

It's time to disband the FBI, although I do not know what will replace it. It has a long, inglorious history of illegal activity, clandestine electioneering, and political shenanigans.

I don't think we have to do that - I think it just needs a housecleaning.

I'd agree, PDF, but the rules already state that if you don't agree with policy you should move on. The FBI is supposed to be the investigative arm of the justice department--when it forsakes that roll, it becomes a political arm of the government with investigative powers. Its members selectively leak information to sway opinion, in spite of specific prohibitions on that activity. (Remember when Hillary was for sure going to get indicted for Whitewater? That came to you courtesy of FBI agents who didn't care for her and leaked that false information to reporters looking for a scoop.) So clean these Augean stables: start from scratch, and use the ruined careers of former agents as a useful warning to future employees what can happen when they put their thumb on the scales of an election.
