Hard to say. Sen. Paul will likely fall in line. Sen. Collins will probably vote no. Sen. Murkowski is still undecided and could still be bought off.

I can't tell if this is a question and I haven't see any discussion of this, but their authority to make changes via budget reconciliation expires year by year, so it may be that they could do this by budget reconciliation next year. But they can only use it for one thing each year, and they want to use next years budget to do tax cuts.
