Not sure "hacked" is the proper term here, compared to how it is used for Equifax or Yahoo.
No unauthorized access to Facebook's data occurred, nothing was stolen, and FaceBook was paid about $100,000.
"Abused" might be a better term.

Yes in terms of Facebook's systems there may be nothing illegal but the act of a foreign government interfering with another country's elections IS illegal, and Facebook aided and abetted Russia's illegal activity.
The question becomes what they knew and when and how this will be prevented going forward.
