I don't get it.
My take on it is there is an impending crash approaching, and he is staying in the danger zone because of the sign.

I don't see any cars or any indication that there is one coming, but maybe this was during the week of the HUGE crash where a car flipped into the crowd and killed many people back in the 50s (or was it 60s)
