"ObamaCare payments aimed at lowering premiums will not be included in the House’s government funding bill, in a significant defeat for backers of the effort. // The absence of the payments is a blow to Sen. Susan Collins (R-Maine), in particular, given that she secured support for the provisions from Senate Majority Leader Mitch McConnell (R-Ky.) in exchange for her vote for the tax-reform bill in December."

...After a series of similar deals that he similarly reneged upon.
At this point, it's pretty clear that she's trying to pull a McCain, towing the party line while loudly pretending to care for her constituents. It's all BS. She knew exactly how this would pan out.

Um, what’s to keep McConnell from merely blaming Ryan, since this is the House doing this, not the Senate?

That's the sham, though, isn't it? If McConnell even cared enough what Collins would prefer at this point, so what if he blamed Ryan-The House Republicans? The deal with Collins was never a deal with any meaning because Collins knew the Republican Caucus in the House was never going to vote for something to help Obamacare. Fig leaf.

Agreed. She can just as easily kick the can down the street one more time. And one more time after that, in a never-ending promise (by others) to "do right" later.

Didn’t she get a bit huffy the last time a reporter challenged her “ironclad” promise from McConnell? IIRC, she considered it some form of sexism.
Ah, yes. Here it is.
I think the whole “ironclad” thing was a figleaf. Republicans are always going to vote to cut taxes regardless of the fiscal consequences, and if it benefits rich folks and corporations, so much the better.
