I thought months ago on this subject it was stated any redoing or adding on to the Agreement was not possible. Is my mind playing tricks?

The problem is: when your opening gambit in a 'negotiation' is reneging on your party's (party in this case is the United States, not a political party) commitment to the last negotiation, people are disinclined to see you as trustworthy or dependable.
