Some newspaper should submit Freedom Of Information requests for the paperwork related to adding the name to the checks.

Trump's (former) lawyer, Michael Cohen testifying to Congress on how Trump lets people know what he wants done:

I have no doubt that Mnuchin knows how to "read" the code.
