I saw this about a weekago. The news report I saw also said “no traffic or very low traffic on that street”. Like a major infraction::confused:

""These units utilize both consensual encounters as well as probable cause stops to contact citizens in the residential neighborhoods," the department said in a statement. "Most often these contacts are very brief but provide the officers a chance to build rapport and discuss the reason for the stop and why they are in the area."

Yeahhh...sounds like doublespeak for a license to make life difficult outside the house so they'll stay inside the house and not cause trouble.

Walking the beat has become beating the walkers.
