They were faced with a problem (expiring vaccines) and took initiative to solve it as best they could in the most obvious way available. Call them problem solvers perhaps, but this is no different than an ice cream truck's refrigerator breaking down in a traffic jam and the driver giving out the ice cream to passersby in lieu of letting it all spoil.
