However....
Even if this safety rule had still been in effect, it would not have applied to the Norfolk Southern train that derailed in East Palestine, Ohio, because it was not categorized as a high-hazard cargo train.
I encourage people keeping this in the public awareness and demanding action. Desperately hazardous materials are necessarily transported around the nation. Safety rules and required labeling and inspections are critical. There WILL be accidents. And training for first responders is critical.
East Palestine was a horrifying sequence of errors:
The railway company was running poorly maintained equipment
The railway equipment was not inspected
The train was not properly identified and marked
The rail cars were not properly marked
The responding fire department did not have proper training
The decision making on the ground was desperately wrong

Reporters pressed national security adviser Jake Sullivan on whether the U.S. had warned Moscow that Biden was headed to Kyiv, a city scarred with Russian missile strikes.
"We did notify the Russians that President Biden would be traveling to Kyiv," Sullivan told reporters Monday. "We did so some hours before his departure for de-confliction purposes."

So they told the Russians that Biden will be in Kyiv? Do they trust the Russians to make a brief cease fire to allow for the visit? I would think the opposite, the Russians would use this opportunity to try to kill Biden.

There are certain unstated rules and realities wherein an attempt to kill the President o the United States by a foreign power is an overt act of war. At that point Putin would have a target on his forehead.
"President Biden will be visiting Kyiv this afternoon. Any attempts by Russian forces or alies to attack him may result in an equivalent attack on President Putin, whose GPS coordinates are xxxxx yyyyyy"
