the lowest year of iMac that you should buy is 2017. While it will not be super fast, it will run the latest OS.
I just bought one for $230 for my 77 yr old mom. She just uses it for banking and youtube. So no need for a top line mac.

If you already own one, sure, but I wouldn't buy one to use it in Target Display Mode.

Yeah, maybe. Even the requirement it be running High Sierra or earlier is a bit iffy with another Mac running anything later. I found that trying to use my iMac in target Display mode became somewhat of a challenge after it was upgraded to Sierra. That was a 2009 model iMac, sometimes the hotkeys to switch in or out of that mode were just ignored.
