Need a PC with the following minimum spec: Intel core i7 or better with QuickSync for hardware decoding
Would this PC work?

I7 is not same as n100 series. I think not, but I’m not an experrt

The Intel N100 in the mini PC on Amazon is a low power, 4 core CPU benchmark rating https://www.cpubenchmark.net/cpu.php?cpu=Intel+N100
By comparison the Intel i7 is a high power, 16 core CPU benchmark rating https://www.cpubenchmark.net/cpu.php?cpu=Intel+Core+i7-13700
According to the benchmark scores, the i7 runs about 8 times faster than the N100 PC.

A newer N100 might be faster than an old i7
