My iPad Air M2 only has 128GB storage and I desperately need more storage. Can I use a USB C hub of some sort to increase the storage for games, music, files aside from the iCloud storage I currently have?

That hub will get you USB A ports, but you will be limited in speed. A USB C hub connected to an external SSD will be faster and have more storage capacity.

but can it be done? Saving files and accessing them from my iPad onto an external drive?

But I want to download games from the App Store and run them from external storage but I don’t think I can do that - if on a Mac I could. Also offload data heavy app data like say my iPhoto library on my iPad - can I do that? Again with a Mac I could have the app on the Mac’s internal drive then change the path of the data (like photos or music) so it stores and accesses those files from an external drive. Something tells me I can’t change the path of data that an iPad app uses to an external drive unless I’m wrong?

I have not tested it, so I’m not sure. However, if you have documents or something that shows up in Files, then I think you can use an external. However, since things like songs and music don’t, then you can’t use an external for that. I have not seen anything about running something from the external like a game or anything, nor have I seen anywhere one could change the path for an app. At least that was where things were the last time I checked into it.
Having said that, different apps do different things. If the developer set it up so that an external could be used like that, I would not know.
