It allows me to connect my HD via USB and powers it?

anyone use it? does it work well? Anything better for the price? I'd be using this for a drive that I don't use much, just pull out every few months and back something up... seems more flexible than putting it into a case.

Yes, there is a wall-plug that you need to plug in but will also power your drive. I have one and it's a great little tool to just have around and available.

I'm unaware of a single device that powers a drive via USB. There could be some, but I doubt it considering USB voltage is often under the 5v it's supposed to be. And still, 5v is rather low.

There are some external 2.5" drives made by LaCie that will run off of USB, but the power requirements must be very low.

I have one too. It plugs in to the wall... it doesn't power over USB. I use it mainly to either test drives, or connect one quickly without having to disassemble a regular external case. I wouldn't use it as a permanent solution.

2.5" HDs can be powered by some buses, but not all.

I don't know about the PC side, but my Al12 will power a 160G W-D USB HD, but my 700MHz iB12 won't see the drive at all.

As I recall, it doesn't have a port for external power.
