Isn't it obvious? This was fabricated by the Rockefellers and the rest of the Pentaverate, the Trilateral Commission, the Bilderbergers, Opus Dei, and the Aegyptian Masons as a clever bit of disinformation, intended to make those who would expose their plot to unite the world under one currency and deliver it to their Satanic masters from out-of-space (thus ending the "astrotheological" Age of the Ram) look like a bunch of paranoid conspiracy freaks.
I mean, they are hardly going to sign their names to it!
