The two sides of the forum do not work the same way. On the Tips & Deals side, you automatically subscribe when you participate in a thread. On the Political side, you don't; you have to click the subscribe link, even if you participate.
Please consider this a bug report.

OK, you need to preface this 'report' with "If one has 'enable email notifications by default' checked in their profile". Apparently that doesn't work for both forums.
