The plan was a one billion dollar appropriation by congress. The plan did not have any way to replenish itself, so it would obviously "go broke" eventually. A poor choice of words, IMHO.

The quicker the funds run out, the more popular the plan is, eh? I deliberately avoided the term "successful" since I have no idea if it is/was.

And the phrase "jumpstart" is kind of misleading IMO since there is no more "gas" to keep sales going after the fact.

"jumpstart" could also mean concentrated sales with lean times for the balance of the year.

Results might be interesting. Cleared lots of 2008 models off of lots ?
