I haven't been following these things, but my son mentioned possibly wanting a Touch for Christmas. I can swing $158. Is this a good deal, or is this going to be a case of regretting not getting the latest? I don't think being 8GB vs 16 or 32GB will be an issue, as long as it has the capabilities of the newer ones.

Good deal. List price is $199. Amazon is usually around $180ish.
Yes, the 2nd and 3rd gen 8GB iPod touch are exactly the same, except the 3rd gen comes with 3.0. You have to pay for 3.0 on the 2nd gen.

The 8GB touch has a slower CPU, slower graphics, less RAM, and no voice control. If you want those features, you have to step up to the 32GB or 64GB iPod touch.

eBay deal of the day is $169.99 with free shipping if still available. 10% Bing cash back brings it to $153. This is also gen 3, so the firmware is already updated.
