Tracing Internet Downtime

Is there is a way to find out which of the main Internet pipes are down? Say lines from Taiwan to the US or the new lines between Africa and Europe? Thanks.

Ok, found something close to what I was looking for. It's sites like Internet Weather Report or Internet Traffic.

Traceroute in the Network Utility will tell you what path your data is traveling.
