Here the local town's responsibility ends at the connection under the road, even though they also have a meter in the basement. Cost me a few hundred about 20 years ago when the line broke out at the edge of the road one February and the town came out and fixed it. Fortunately the road repair, etc. part of the repair was not part of the charge to me.
