How bad of an idea is a swamp cooler?

A large architectural version of a swamp cooler was built in India with terra-cotta piping and a water pump. It cools a large room by 6-10 degrees. The clay absorbs the water and then the airflow evaporates it causing cooling.

Swamp cooler in Sacramento is pretty good, but there are some hot days with too much humidity. In Arizona (with 0% humidity), they are amazing.

Downside in places like AZ is that they use a fair amount of water, that can be an issue where water is limited in supply.

Last time I saw them was visiting Friends in Hot and Dry El Paso. They work there. In Hot and SemiSticky San Antonio, I remember having to run the water hose on the outside unit for my Granny back in the 70s!
